Apply for refugee status from outside of Canada_ Sponsorship Pathway

To be considered for refugee status in Canada, referral from a recognized organization, such as the United Nations Refugee Agency (UNHCR), a designated referral organization, or a private sponsorship group is required. Direct applications for refugee status will not be accepted.

Eligibility for refugee status is determined by falling into one of two refugee classes:

  1. Convention refugee abroad class: Individuals who are outside their home country and cannot return due to a well-founded fear of persecution based on race, religion, political opinion, nationality, or membership in a particular social group (such as gender or sexual orientation) may be eligible for this class. These individuals can be sponsored by the Government of Canada, a group of people or an organization, or a combination of both. Additionally, those with the financial means to support themselves and their family after arrival in Canada may also be eligible, but still require referral from a recognized organization.
  2. Country of asylum class: Individuals who are outside their home country or the country where they normally reside and have been seriously affected by civil war or armed conflict, or have been denied basic human rights on an ongoing basis may be eligible for this class. These individuals can be privately sponsored, or may have the financial means to support themselves and their family after arrival in Canada but still require referral from a recognized organization.

The application process for refugee status includes completing an application package, undergoing a medical exam, and passing security and criminal background checks. It should be noted that the province of Quebec has its own procedures for selecting refugees abroad.

Individuals who have another stable option for protection, such as an offer of resettlement in another country, have obtained citizenship in another country, choose to return to their country of origin, or no longer have a reason for leaving their country of origin are not eligible for refugee status in Canada.

Who is eligible to sponsor a Refugee?

To be eligible to sponsor a refugee, you must be part of one of the following groups in Canada:

  • Sponsorship Agreement Holders (SAHs), who have signed agreements with the Government of Canada to support refugees upon their arrival;
  • Constituent Groups, who work with SAHs to sponsor refugees under the SAH’s agreement; Groups of Five, which consist of five or more Canadian citizens or permanent residents who sponsor refugees to settle in their communities; and
  • Community Sponsors, which include organizations, associations, or corporations that sponsor refugees.

It should be noted that the province of Quebec has its own process for sponsoring refugees.
