The Manitoba Business Investor Stream (BIS) is a component of the Manitoba Provincial Nominee Program (MPNP), a Provincial Nominee Program (PNP) that is administered by the province of Manitoba. The Manitoba Business Investor Stream encompasses two distinct immigration streams, the Manitoba Entrepreneur Pathway and the Manitoba Farm Investor Pathway, aimed at individuals looking to invest significant capital in the establishment of new businesses in Manitoba. Successful candidates of either stream will receive a provincial nomination from Manitoba, which will make them eligible to apply for Canadian permanent residency.

The Manitoba Entrepreneur Application Procedure
The Manitoba Entrepreneur Pathway is initiated by submitting an Expression of Interest to MPNP, which entails sending a self-assessment form along with a comprehensive business concept form via email. It is recommended that candidates conduct extensive research and potentially plan an in-person exploratory visit to Manitoba to further familiarize themselves with the proposed business opportunity.
The MPNP Entrepreneur Ranking System is used to evaluate eligible candidates and rank them against one another. The most competitive profiles will be selected and issued a Letter of Advice to Apply (LAA), inviting them to submit a formal application to MPNP. Upon receipt of the LAA, candidates must complete and submit a comprehensive PNP application to Manitoba.
Upon approval of the application, Manitoba will notify the candidate via an approval letter and provide authorization to apply for a Canadian work permit and travel to Canada to establish their business. A Business Performance Agreement must be signed, outlining the terms and conditions of the business in Manitoba.
Upon successful fulfillment of the obligations outlined in the Business Performance Agreement, the applicant will be officially nominated by the province of Manitoba and invited to submit a federal application for permanent residency.
MPNP Entrepreneur Ranking System
The Manitoba Provincial Nominee Program (MPNP) Entrepreneur Pathway utilizes a points-based ranking system to evaluate and select eligible candidates. The MPNP Entrepreneur Ranking System is designed to objectively assess and rank candidates based on various factors, including business management experience, financial capability, and investment potential, among others. Only those candidates with the highest scores on the ranking system will be invited to submit an official application to the MPNP.

The Manitoba Farm Investor Pathway is a part of the Manitoba Business Investor Stream under the Manitoba Provincial Nominee Program (MPNP), which is administered by the Manitoba province. This stream is designed to attract experienced farm owners and operators who are interested in establishing a new farm operation in Manitoba.
Upon successful operation of their farm in Manitoba, eligible candidates who apply through this pathway will have the opportunity to apply for Canadian permanent residency.
It is worth mentioning that this stream replaces the previous MPNP Farm Strategic Recruitment Initiative, which provided a pathway for farm owners and operators to immigrate to Manitoba.
Manitoba Farm Investor Pathway Requirements
There is no specified minimum language proficiency requirement for the Manitoba Farm Investor Pathway. However, applicants may be subject to an in-person interview, which must be conducted in either English or French.
While there is no formal education requirement for this program, applicants must possess the necessary skills and training for the successful operation of a farm. Education may be utilized as evidence of these skills and/or training.
Applicants for the Manitoba Farm Investor Pathway must demonstrate they have the interest, ability, and financial resources to own and manage a farm in Manitoba. A minimum of three years of experience as a business owner or farm owner, as well as practical farming skills and technical knowledge and experience with technology-based farming practices are required.
This stream demands a substantial net worth and investment from the applicant, with a minimum net worth of $350,000 CAD. A minimum investment of $150,000 CAD in a farming business in rural Manitoba is also required. Candidates must demonstrate their commitment to the program by signing a Business Performance Agreement (BPA) explaining their investment in and operation of their Manitoba farming business.
Manitoba Farm Investor Application Process
The Manitoba Farm Investor Pathway is initiated by submitting an Expression of Interest to MPNP through the submission of a Farm Investor Pathway Interest Guidelines Form and a Farm Business Concept Form. It is advisable for candidates to conduct thorough research into their proposed Manitoba farm business, including an in-person visit to Manitoba.
Upon eligibility, candidates will receive a Letter of Advice to Apply (LAA) from MPNP, inviting them to submit an official application to Manitoba’s Provincial Nominee Program (PNP). Upon receipt of the LAA, candidates must submit a complete PNP application to Manitoba. If the application is approved, Manitoba will issue a certificate of nomination to the candidate, which will allow them to apply for Canadian permanent residency.
Upon approval of permanent residency, the candidate can travel to Manitoba to establish their farm business.
