  • Saskatchewan Farm Owners and Operators: The Saskatchewan Farm Owners and Operators Stream is a component of the Saskatchewan Entrepreneur and Farm Program. This stream is intended for foreign nationals with a proven track record of owning and/or operating a farm, along with substantial personal net worth, and the capability and interest in investing in the establishment of a new agricultural enterprise in Saskatchewan. This stream mandates applicants to make a substantial investment and effectively manage the operations of a new farm in the province.

Successful candidates in either of these streams will receive a Provincial Nomination from Saskatchewan, granting them eligibility to apply for Canadian permanent residency.

Saskatchewan Entrepreneur Stream

The Saskatchewan Entrepreneur Stream is a component of the Saskatchewan Immigrant Nominee Program (SINP), a Provincial Nominee Program operated by the Province of Saskatchewan. This stream targets experienced business owners or senior business managers seeking to establish residency in Saskatchewan. To be eligible, applicants must establish a new business or acquire an existing one, and actively participate in its day-to-day management operations.

What are the Saskatchewan Entrepreneur Stream Requirements?

  1. Work Experience Requirements for Saskatchewan Entrepreneur Stream:

To be eligible to submit an Expression of Interest for the Saskatchewan Entrepreneur Stream, a candidate must demonstrate the desire, capability, and financial means to own and actively manage a business in Saskatchewan. Therefore, the program requires substantial business management experience and personal net worth. Applicants must have a minimum of three years of work experience as a business manager or entrepreneur, acquired within the past decade. Additionally, they must intend to maintain an active role in their proposed business.

  1. Investment Requirements for Saskatchewan Entrepreneur Stream:

This stream necessitates a substantial personal net worth and investment from the applicant. The minimum required net worth is $500,000 CAD. The minimum investment amount varies based on the location of the proposed business:

a. In Regina or Saskatoon: If the proposed business is located within the city of Regina or Saskatoon, the applicant must make a minimum personal investment of $300,000 CAD.

b. Outside Regina or Saskatoon: If the proposed business is situated outside of Regina and Saskatoon, the minimum investment amount is $200,000 CAD.

Applicants are required to submit a Business Establishment Plan (BEP) outlining the establishment and investment in their Saskatchewan business. The proposed business must meet specific criteria, including creating at least two job opportunities for Canadian citizens or permanent residents.

How is the Saskatchewan Entrepreneur Stream Application Procedure?

The Saskatchewan Entrepreneur stream operates on an Expression of Interest (EOI) system through the SINP Online Portal. Eligible candidates can register their profile and submit an EOI to be ranked against other applicants using the SINP Entrepreneur Ranking System. The highest ranking candidates will be invited to apply and pay a $2,500 CAD processing fee, along with selecting a recognized third-party financial review service to assess their net worth and investment amount.

Once an invitation to apply is received, candidates must submit a complete application within 90 days, including attending an interview with SINP officials, which can be conducted in-person or through video call. Upon approval, applicants will sign a business performance agreement with Saskatchewan and receive a work permit support letter from the SINP to apply for a temporary work permit from Immigration, Refugees, and Citizenship Canada (IRCC).

After establishing the business for at least 6 months and fulfilling the conditions of the business performance agreement, applicants may apply for provincial nomination from the SINP. Upon receipt of provincial nomination, applicants may apply for Canadian permanent residency through a paper-based application submitted to the appropriate application center, which generally processes PNP applications within 18 months.

How is the Saskatchewan Entrepreneur Stream Ranking System?

The Saskatchewan Entrepreneur stream utilizes a points-based evaluation system to rank candidates who have submitted Expressions of Interest (EOIs). The top-ranked candidates with the most favorable scores will be invited to submit a formal application to the program.

Young Farmer Stream

The Saskatchewan Immigrant Nominee Program (SINP) Young Farmer Stream is a subcategory of the Farm Owners and Operators Stream. It is specifically designed to support young farmers under the age of 40 who are interested in establishing a farm in the province of Saskatchewan. The eligibility requirements for this stream are largely similar to those of the Farm Owners and Operators Stream, with the exception of a reduced personal net worth requirement of $300,000 CAD, as compared to the $500,000 CAD required for the general stream.

How is the Saskatchewan Farm Owners and Operators Stream Application Procedure?

Before embarking on the SINP application process, it is mandatory for an applicant to undertake an exploratory visit to Saskatchewan. This visit must be of a minimum duration of five business days and involves a meeting with an SINP representative to discuss the proposed farm operation, as well as conducting thorough research with business professionals in relevant sectors.

To proceed with the application, the applicant must submit a complete application package to SINP, which must include documentation evidencing their farm ownership or operating experience and a detailed farm establishment plan. Additionally, the applicant must provide evidence of the minimum net worth requirement, which will be verified by an independent third party. Applications may be submitted either in hard copy, through in-person delivery or courier, to the SINP offices. Upon receipt of the application, SINP will initiate an extensive evaluation process.

If the initial pre-screening assessment is successful, the applicant will be required to pay a $2,500 CAD application fee and may be subjected to an interview with SINP. Upon approval of the application, the applicant will be notified by SINP and will be required to sign a business performance agreement and make a $75,000 CAD good faith deposit, which will be refunded once the conditions of the agreement have been met.

Upon receipt of the official provincial nomination, the applicant may apply for Canadian permanent residency. They may also request a work permit support letter from SINP to facilitate their work permit application, which is LMIA-exempt for certain business categories including the Saskatchewan Farm Owners and Operators stream. To obtain the work permit, the applicant must include a support letter from the province and submit their application to the Immigration, Refugees, and Citizenship Canada (IRCC).

For permanent residency, the applicant must complete and submit a paper-based application to the appropriate application center by mail. The processing time for such paper-based PNP applications is typically 18 months.
