Ontario Foreign Workers

The Ontario Foreign Workers stream of the Ontario Immigrant Nominee Program (OINP) is a Provincial Nominee Program (PNP) designed to target highly skilled foreign nationals who have received a valid job offer from an Ontario-based employer. The OINP is operated by the province of Ontario and provides foreign workers with an opportunity to apply for Canadian permanent residency after being successfully nominated through this stream.

Job Offer:

- A valid full-time job offer from an Ontario employer, paid at or above the median wage level for the occupation in Ontario and classified under NOC Skill Level 0, A, or B.

Work Experience or Licensing:

- The candidate must have at least 2 years of full-time, skilled work experience in the same NOC code as the offered job, obtained within the past 5 years.
- Alternatively, the candidate must hold a valid license, certificate, or authorization issued by an eligible regulatory body in Ontario to practice the profession indicated on their job offer.

Intention to Reside:

- Proof of intention to reside in Ontario must be demonstrated, such as through connections to the province, investment in the province, or efforts to participate in Ontario society.

Employer Requirements

Job Offer:

- A valid full-time, indeterminate job offer from an eligible Ontario employer with a wage that meets industry standards.

Business Requirements:

- The employer must be a well-established and reputable business in Ontario with a minimum gross annual revenue and number of employees as follows:
  - Inside of the Greater Toronto Area: $1 million CAD in revenue and 5 full-time employees.
  - Outside of the Greater Toronto Area: $500,000 CAD in revenue and 3 full-time employees.

Recruitment Requirements:

- The employer must provide evidence of reasonable efforts to recruit a Canadian citizen or permanent resident before offering the position to a foreign national unless the foreign national already has the authorization to work in Ontario.

Application Procedure

Expression of Interest (EOI):
- Eligible candidates can submit their Expression of Interest (EOI) through the OINP’s e-Filing Portal. Profiles are ranked based on a points-based system and the highest-ranking candidates will be invited to apply.
Invitation to Apply:
- Candidates who receive an invitation to apply have 14 calendar days to complete and submit their application for provincial nomination.
Provincial Nomination:
- If the application is approved, the applicant will receive notification of their selection for provincial nomination through their One-Key account within the e-Filing Portal.
Federal Application for Permanent Residence:
- Upon receiving provincial nomination, the applicant must submit a federal application for Canadian permanent residence by mail to the appropriate application center.
- The paper-based PNP application for permanent residence is generally processed within 18 months.
