Canadian permanent residents have the right to enter and live in Canada. However, they must meet certain residency obligations or risk losing their status and being deemed inadmissible. The residency requirement is to accumulate 2 years (730 days) of “residency days” within every 5-year period. This assessment of residency occurs during PR Card renewal, PR Travel Document application, or upon arrival at an airport or land border.

The Immigration Appeal Division (IAD) provides individuals with the opportunity to appeal a decision regarding their Residency Obligation. Individuals have 60 days from the date of the decision to file an appeal with the IAD.
