Ontario French-Speaking Skilled Worker – Express Entry

  • The Ontario French-Speaking Skilled Worker stream is a component of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) operated by the province of Ontario. The stream invites candidates who possess proficiency in both English and French and who have the ability to contribute to Ontario’s workforce as skilled workers. In order to be eligible for this stream, a candidate must have an active profile in either the Federal Skilled Worker (FSW) or the Canadian Experience Class (CEC) program. The Ontario French-Speaking Skilled Worker stream operates on an invitation-only basis and candidates cannot apply directly to the program. However, all Express Entry candidates are automatically considered for the stream when they submit their Express Entry profile. The province will issue a Notification of Interest (NOI) to the Express Entry accounts of eligible candidates, inviting them to apply for provincial nomination. If a candidate is successfully nominated, they will be invited to submit an application for Canadian permanent residence.

  1. Minimum Requirements (FSW):
  • High school diploma
  • 1 year of continuous full-time, skilled work experience in a NOC Skill Level 0, A, or B position

 

  1. Minimum Requirements (CEC):
  • 1 year of full-time Canadian skilled work experience in a NOC Skill Level 0, A, or B position within the last 3 years
  • No minimum education requirement

 

  1. Language Proficiency
  • Valid language test results in English and French obtained within the last 2 years
  • French proficiency: minimum score equal to CLB level 7 in all four abilities (Test d’évaluation de français (TEF) only)
  • English proficiency: minimum score equal to CLB 6 in all four abilities (International English Language Testing System (IELTS) or Canadian English Language Proficiency Index Program (CELPIP)

 

  1. Settlement Funds
  • Must meet settlement funds requirement as determined by Immigration, Refugees, and Citizenship Canada (IRCC)
  • Can be demonstrated through own finances or valid offer of employment
  • Note: CEC candidates must still demonstrate proof of settlement funds for OINP application, despite exemption at the federal level

Ontario French-Speaking Skilled Worker Application Procedure

The Ontario French-Speaking Skilled Worker stream is an invitation-only program under the Ontario Immigrant Nominee Program (OINP). To be considered for the stream, eligible candidates must first create a profile in the federal Express Entry system.

The province of Ontario will periodically review Express Entry profiles and issue a Notification of Interest (NOI) to those candidates who meet the minimum eligibility requirements and are of interest to the province. Only those who receive an NOI are eligible to apply for provincial nomination through the OINP.

Once an NOI is received, candidates have 45 calendar days to prepare and submit an application through the OINP e-Filing Portal. The application fee is $1,500 CAD. If the application is approved, the applicant will be notified of their selection for provincial nomination, which will be sent to their IRCC online account. Accepting the provincial nomination will increase the applicant’s Comprehensive Ranking System (CRS) score by 600 points, increasing their likelihood of receiving an Invitation to Apply (ITA) for permanent residence in a subsequent Express Entry draw.

Upon receipt of an ITA, the applicant must prepare and submit an official application for Canadian permanent residence within the designated timeframe. Applications processed through Express Entry are typically processed within six months.
