Ontario Human Capital Priorities – Express Entry

The Ontario Human Capital Priorities Stream is a part of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) run by the province of Ontario. This stream is designed to nominate highly-qualified skilled workers from the federal Express Entry pool to become long-term members of Ontario’s workforce, and operates on a merit-based system. Successful nominees through the Ontario Human Capital Priorities Stream will be extended an invitation to apply for Canadian permanent residency.

This stream is in alignment with the federal Express Entry immigration system and to be considered eligible, a candidate must have an active profile in either the Federal Skilled Worker or Canadian Experience Class Express Entry programs. Note that this program operates on an invitation-only basis, and foreign nationals cannot apply directly. Candidates in the Express Entry pool are automatically considered for the program, and the province will issue a Notification of Interest to the selected candidates’ Express Entry accounts.

  1. Requirement of an active Express Entry profile in either:
    • Federal Skilled Worker (FSW)
      • Requires a high school diploma
      • Requires at least one year of continuous full-time skilled work experience in a position at NOC Skill Level 0, A, or B
      • Requires language proficiency in English or French consistent with CLB level 7
    • Canadian Experience Class (CEC)
      • No minimum education requirement
      • Requires at least one year of full-time Canadian skilled work experience in a position at NOC Skill Level 0, A, or B
      • Requires language proficiency in English or French consistent with CLB level 7 for work experience obtained at NOC Skill Level 0 or A, and CLB 5 for work experience obtained at NOC Skill Level B

 

  1. Minimum CRS Score

Must have a Comprehensive Ranking System (CRS) score of 400 points or higher

 

  1. Language Proficiency

Must demonstrate language proficiency in English or French consistent with Canadian Language Benchmark (CLB) level 7

 

  1. Settlement Funds

Must meet the settlement funds requirement as determined by Immigration, Refugees and Citizenship Canada (IRCC)

Candidates in the Canadian Experience Class (CEC) stream of Express Entry must also demonstrate proof of settlement funds for the OINP application, although they are exempt from showing settlement funds at the federal level.

 

Ontario Human Capital Priorities Application Procedure

  • Invitation Only: The Ontario Human Capital Priorities stream operates on an invitation-only basis and is open to those candidates who meet the minimum eligibility requirements and have created an Express Entry profile.

 

  • Notification of Interest: The province of Ontario reviews Express Entry profiles and issues a Notification of Interest (NOI) to those candidates it may be interested in nominating. Only those who receive an NOI are eligible to submit an application to the OINP for provincial nomination.

 

  • Round of NOI’s and CRS Score Range: OINP regularly announces recent rounds of NOI’s issued and the CRS score range of recipients.

 

  • Application Submission: Upon receipt of an NOI, the candidate has 45 calendar days to prepare and submit an online application through the OINP e-Filing Portal with a fee of $1,500 CAD.

 

  • Approval and Provincial Nomination: If the province approves the application, it will notify the applicant of their selection for provincial nomination through their IRCC online account.

 

  • Increase in CRS Score and ITA: Upon acceptance of the provincial nomination, the applicant’s CRS score will increase by 600 points, increasing the likelihood of receiving an Invitation to Apply (ITA) for permanent residence in the next Express Entry draw.

 

  • Application for Permanent Residence: After receiving an ITA, the applicant must prepare and submit an official application for Canadian permanent residence within the designated timeframe. Applications for permanent residence submitted through Express Entry are generally processed within six months.

Ontario Human Capital Priorities Tech Draws

The OINP conducts draws targeted to tech workers under the Human Capital Priorities stream aligned with the Federal Express Entry system. These draws are intended to identify those with work experience in tech, in order to join the thriving Ontario tech sector. Eligible candidates will have an active Express Entry profile, qualify under Human Capital Priorities criteria, and will be able to prove work experience in one of the following NOC codes:
