The Ontario Human Capital Priorities Stream is a part of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) run by the province of Ontario. This stream is designed to nominate highly-qualified skilled workers from the federal Express Entry pool to become long-term members of Ontario’s workforce, and operates on a merit-based system. Successful nominees through the Ontario Human Capital Priorities Stream will be extended an invitation to apply for Canadian permanent residency.
This stream is in alignment with the federal Express Entry immigration system and to be considered eligible, a candidate must have an active profile in either the Federal Skilled Worker or Canadian Experience Class Express Entry programs. Note that this program operates on an invitation-only basis, and foreign nationals cannot apply directly. Candidates in the Express Entry pool are automatically considered for the program, and the province will issue a Notification of Interest to the selected candidates’ Express Entry accounts.

Must have a Comprehensive Ranking System (CRS) score of 400 points or higher
Must demonstrate language proficiency in English or French consistent with Canadian Language Benchmark (CLB) level 7
Must meet the settlement funds requirement as determined by Immigration, Refugees and Citizenship Canada (IRCC)
Candidates in the Canadian Experience Class (CEC) stream of Express Entry must also demonstrate proof of settlement funds for the OINP application, although they are exempt from showing settlement funds at the federal level.

Ontario Human Capital Priorities Tech Draws
The OINP conducts draws targeted to tech workers under the Human Capital Priorities stream aligned with the Federal Express Entry system. These draws are intended to identify those with work experience in tech, in order to join the thriving Ontario tech sector. Eligible candidates will have an active Express Entry profile, qualify under Human Capital Priorities criteria, and will be able to prove work experience in one of the following NOC codes:
