Ontario In-Demand Skills

The Ontario In-Demand Skills stream is a component of the Ontario Immigrant Nominee Program (OINP), which is a Provincial Nominee Program (PNP) established by the government of Ontario. This stream is designed to attract foreign nationals with work experience in one of the high-demand occupations within the province of Ontario and who have received a valid job offer from an eligible Ontario employer. Individuals who are successfully nominated through the Ontario In-Demand Skills stream will be extended an invitation to submit an application for Canadian permanent residency.

Ontario In-Demand Skills Applicant Requirements

 

Job Offer:

  • A valid full-time job offer from an Ontario employer in an OINP In-Demand Occupation is required.
  • The offer must be paid at or above the median wage level for that occupation in the province.

 

Language Proficiency:

  • Applicants must demonstrate a minimum language proficiency score in English or French, equivalent to Canadian Language Benchmark (CLB) Level 4.

 

Education:

  • A completed educational credential equivalent to a Canadian high school diploma or higher is mandatory.

 

Work Experience:

  • A minimum of 1 year of full-time work experience obtained within the previous 3 years, in Ontario and in the same NOC code as the occupation listed on the job offer, is required.

 

License:

  • If a license is required for the occupation, the applicant must hold a valid license, certificate, or authorization issued by an eligible regulatory body in Ontario.

 

Settlement Funds:

  • Applicants must demonstrate sufficient settlement funds as determined by Immigration, Refugees and Citizenship Canada (IRCC). This may be demonstrated through their own finances, a valid job offer with an annual compensation that meets the minimum settlement funds requirement, or a combination of both.

 

Intention to Reside:

  • Evidence of intention to reside in the province of Ontario is mandatory and can be demonstrated through connections to the province, investment in the province, or efforts to participate in the Ontario society.

Ontario In-Demand Skills Employer Requirements

An applicant to the Ontario In-Demand Skills stream must have a valid job offer from an Ontario employer that satisfies the following requirements:

 

Full-Time and Indeterminate Position: The job offer must be for a full-time, indeterminate position with a wage that aligns with industry standards.

Employer Requirements: The employer must be a legitimate business that is established and in good standing in Ontario, with a track record of responsible workplace and business practices. The business must also meet the minimum revenue and employee requirements, which vary based on the location of the business:

  1. Within the Greater Toronto Area: The business must have a minimum of $1 million CAD in gross annual revenue and at least five full-time employees.
  2. Outside of the Greater Toronto Area: The business must have a minimum of $500,000 CAD in gross annual revenue and at least three full-time employees.

 

Recruitment Efforts: The employer must demonstrate that they have made reasonable efforts to recruit a Canadian for the position unless the foreign national already has the authorization to work in Ontario.

Ontario In-Demand Skills Application Procedure

  1. Submitting an Expression of Interest (EOI)
  • Candidates who meet the eligibility criteria may submit an EOI through the OINP e-Filing Portal.
  • Profiles will be evaluated based on a points-based system established by the OINP.
  • The highest-scoring candidates will be invited to apply for nomination through a draw.

 

  1. Invitation to Apply
  • Upon receiving an invitation, candidates must submit their application for nomination within 14 calendar days.
  • Approved applications will be notified of their selection for provincial nomination through their ONe-Key account in the e-Filing Portal.

 

  1. Federal Application for Permanent Residence
  • After receiving a provincial nomination, candidates must submit a federal application for Canadian permanent residence.
  • Applications must be paper-based and submitted by mail to the designated application center.
  • The processing time for paper-based PNP applications for permanent residence is typically 18 months.
