Ontario PhD Graduate

The Ontario PhD Graduate stream is a part of the Human Capital category of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program administered by the Ontario province. The stream targets recent doctoral degree graduates from eligible Ontario institutions who are looking to reside and work in the province. Upon successful nomination through this stream, candidates will receive an invitation to submit an official application for Canadian permanent residency.

Connection to Ontario:

  • Demonstrate past residency in Ontario with a requirement to show 12 out of the 24 months prior to the application and being currently residing in the province at the time of application submission.

 

Level of Education:

  • Completed a doctoral degree from an eligible Ontario institution within the last two years with a minimum of two years of study conducted in the province.

 

Settlement Funds:

  • Meeting the settlement funds requirement as determined by IRCC, which can be demonstrated through personal finances or a valid employment offer.

 

Intention to Reside:

  • Proof of intention to permanently reside in Ontario, which may be shown through an Ontario job offer or family connections.

 

Ontario PhD Graduate Application Procedure

  1. The stream operates under the OINP Expression of Interest system.
  2. Candidates may submit an Expression of Interest (EOI) through the OINP e-Filing Portal at any time.
  3. Profiles will be ranked based on a points-based system and the highest-ranking candidates will be invited to apply for nomination.
  4. Upon receipt of an invitation, candidates have 14 calendar days to apply for nomination.
  5. If the province approves the nomination, Ontario will notify the applicant through their ONe-Key account within the e-Filing Portal.
  6. After receiving a provincial nomination, the applicant must submit a federal application for Canadian permanent residency.
  7. Applicants must complete a paper-based application for permanent residency and submit it by mail to the appropriate application center.
  8. The processing time for paper-based PNP applications for permanent residency is generally 18 months.
