Economic Mobility Pathways Pilot

The Economic Mobility Pathways Pilot (EMPP) program has been established to aid skilled refugees in their immigration to Canada through existing economic programs, in order to meet the needs of the Canadian labor market. This is the second phase of the EMPP, and based on the learnings from the first phase, we have determined that skilled refugees can qualify for permanent residence through our economic programs with appropriate support.

Effective December 3, 2021, the EMPP phase 2 will assist in the resettlement of up to 500 skilled refugees and their families in Canada. This pilot combines both refugee resettlement and economic immigration by allowing refugees to apply for specific economic immigration programs such as the Atlantic Immigration Program, Provincial Nominee Program, and the Rural and Northern Immigration Pilot. The support provided overseas is tailored to meet the needs of refugees, and selection criteria including the ability to settle independently in Canada are assessed using economic immigration requirements.

The EMPP aims to simplify the application process and increase eligibility for economic immigration programs, by waiving application and biometric fees for the applicants and their dependents, providing expedited processing times of 6 months or less (in most cases), covering the cost of pre-departure medical services and medical exams through the Interim Federal Health Program, and providing loan options to meet the financial requirements for resettlement. Additionally, the EMPP provides access to the Immigration Loans Program (ILP) to assist with travel costs, pre-arrival travel services, start-up costs, and the right of permanent residence fee. Additionally, the EMPP provides access to the Canadian Orientation Abroad Program to aid in the integration and settlement process in Canada.

Certain criteria to be eligible for the Economic Mobility Pathways Pilot (EMPP)

You must meet certain criteria to be eligible for the Economic Mobility Pathways Pilot (EMPP).

  1. You must be a refugee: To be considered a refugee, you must be a convention or country of asylum refugee, and have no durable solution in the country you are currently living in. You must also be outside of Canada and your country of persecution. If you do not have a referral letter from one of our partners (TalentLift, Talent beyond Boundaries or Jumpstart Refugee Talent), you must provide a valid, positive Refugee Status Determination (RSD) from the UNHCR or a refugee-hosting state, or proof of registration or recording as a person of concern by the UNHCR.
  2. Admissibility: You must be admissible to Canada.
  3. Eligibility for an economic immigration program: You must be eligible for one of the following economic immigration programs: Atlantic Immigration Program (AIP), Provincial Nominee Program (PNP), or Rural and Northern Immigration Pilot (RNIP). To qualify, you must have English or French skills, education or job training, and work experience, as well as a job offer from a Canadian employer for full-time work.

If you are applying for AIP or RNIP, certain eligibility requirements will be waived as part of the EMPP. You will not be required to prove that you have worked a specific number of hours in the timeframes listed, and you will be able to apply for a loan to meet the settlement fund requirement. These exemptions do not apply to PNP, as the requirements for this program are determined by the province or territory.

How to apply for the Economic Mobility Pathways Pilot (EMPP)

Individuals can apply for the EMPP on their own or with the help of one of seven non-government partner organizations.

These partner organizations can assist in connecting individuals to employers in Canada, preparing for a job offer, and applying for the EMPP. Some partner organizations can also issue a referral letter, which streamlines the application process and reduces the number of required forms and documents. However, a job offer from a Canadian employer is still required.

  • Partner organizations that can provide a referral letter include TalentLift
  • Talent Beyond Boundaries, and
  • Jumpstart Refugee Talent

For those who choose to apply without a referral letter or with a different partner organization, proof of current refugee status such as a positive Refugee Status Determination (RSD) or proof of registration as an asylum seeker must be submitted.

Additionally, the Schedule 20 form must be completed. Other partner organizations include:

  • Refuge Point
  • Hebrew Immigrant Aid Society
  • FOCUS Humanitarian Assistance, and
  • International Rescue Committee

The EMPP application process involves completing two applications:

  • One for an economic immigration program (Atlantic Immigration Program, Provincial Nominee Program, or Rural and Northern Immigration Pilot), and
  • One for the EMPP

Both applications must be submitted together, and can be done online through the Permanent Residence portal or by email.
